Saldanha LNG
Import Facility

A phased LNG infrastructure development initiative for the Western Cape region, coordinated by Sentura Energy in partnership with OVIERA.

01Section 01

Project Overview

The Saldanha LNG Import Facility is a phased LNG infrastructure development initiative designed to enable the import, storage, regasification, and downstream distribution of natural gas to industrial and power sector users in the Western Cape region.

02Section 02

Project Objective

To establish a scalable LNG import and distribution platform providing reliable gas supply, reducing reliance on liquid fuels, supporting energy diversification, and enabling long-term infrastructure development aligned with demand.

Section 03

Phased Development Approach

Phase 1

Early Gas Deployment

USD $50M – $100M
  • Modular LNG import and storage solutions
  • Utilisation of existing or adaptable regulatory approvals
  • Containerised LNG handling and distribution systems
  • Early delivery of gas to identified downstream customers

Establish initial gas supply and validate demand.

Phase 2

Scaled Infrastructure Expansion

USD $150M – $300M
  • Expansion of LNG import capacity
  • Increased storage and regasification capability
  • Enhanced logistics and distribution network
  • Advancement of regulatory approvals and permitting

Scale operations in line with confirmed offtake demand.

Phase 3

Integrated LNG Terminal & Hub

USD $800M – $1B+
  • Full-scale LNG import terminal
  • Permanent storage and regasification infrastructure
  • Pipeline and/or logistics integration
  • Regional gas distribution hub functionality

Establish long-term infrastructure platform serving multiple sectors.

Note: CAPEX figures are indicative and subject to refinement following detailed feasibility studies, engineering design, site conditions, and regulatory requirements.

Section 04

Regulatory & Licensing Overview

Environmental Impact Assessment (EIA) approvals
NERSA licensing for gas import, storage, and distribution
Port and maritime regulatory approvals
Land use and municipal planning approvals
Health, safety, and environmental compliance frameworks

A phased regulatory approach is proposed, aligned with the staged development strategy to reduce upfront complexity and enable early deployment where feasible.
